Our Story
eGov Africa was founded in 2017 in Bergen, Norway by Bruno Kitoko, Werner Svellingen and Bjarte Karlsen. What started as a mission to bring digital governance to the Democratic Republic of Congo has grown into an organisation operating across multiple provinces in one of the world's most challenging environments. We build and deploy digital systems for birth registration, tax collection, and GBV documentation — systems designed to work offline, survive conflict, and resist corruption. When the M23 rebellion forced other organisations to withdraw from eastern Congo, our birth registration system at Keshero Hospital kept running. Our team in DRC maintained operations through active fighting. All Norway-based work is voluntary. 100% of donated funds go directly to programming and field operations in DRC. We are a registered Norwegian NGO (Org.nr: 923 307 001).

Our Journey
2017
eGov Africa founded in Bergen, Norway by Bruno Kitoko, Werner Svellingen and Bjarte Karlsen.
2018
First digital tax collection pilot launched in North Kivu province.
2019
Tax system expanded to South Kivu. Revenue grew from $300,000 to $12 million per month.
2020
Digital birth registration system (Etat Civil) development begins.
2021
Keshero Hospital pilot launches. 2,655 births registered digitally.
2022
GBV documentation system developed using UN-standardised GBV IMS protocols.
2023
M23 conflict escalates. Tax systems suspended, but birth registration continues operating.
2024
System deployed at Panzi Hospital, Bukavu. Network of issuing hospitals grows to 14.
2025
GBV documentation reaches 2,441 cases across 25+ sites. Antenatal-care module activated at Hôpital de Kyeshero.
2026
Birth registrations cross 12,912 across Nord-Kivu and Sud-Kivu. ANC contacts surge to 615 in one year.
2027
Goal: integrated maternal-newborn pathway (ANC + birth registration + postnatal) across every hospital running the platform.

eGov Africa (DRC)
Field operations in eastern Congo. System deployment, training, maintenance, and stakeholder relationships with provincial governments and hospitals.
Technical Team
Distributed team building the eGov platform, MeGov citizen app, and supporting infrastructure. Offline-first architecture designed for low-connectivity environments.
Financial Transparency
100% of donated funds go to programming and field operations in DRC. The Norway operation runs entirely on volunteer effort. We publish annual reports and are committed to full financial transparency.
